Forgotten movie

Another movie from my harddrive that got lost and I genuinely cant remember the name It starts out with 2 cops breaching a building either from a car or helicopter cant remember, then the target makes a run for It, random shootout and as the other cop chases the target he gets shot by an M134 gatling gun and cuts to the beginning of the film where the cop's partner gets assigned with another one
